Yearly goals will be established for each district/region based upon an average of 5% of the people that are in ADT programs as of 7/1/04. A total of twenty-five (25%) percent of the ADT population will be employed by June 30, 2009. For the purpose of the denominator, the total number of individuals in the ADT will remain constant for the next five years and specific individuals will be followed during this time to determine their employment rate.
